Abstract

The paper focuses on how not to neglect the learning of disabled persons by the government, as shown in the national policy on education. It also looked at how the learning of disabled persons is, their characteristics and nature and how early intervention becomes the most crucial aspect of helping these disabled persons. The paper went on to looked into the Universal Basic Education Programme as regards to the education of persons with disability and the training of teachers under this programme to cope with the problems of these disabled person in the regular class. The paper, finally, concludes by giving suggestions and recommendations which will help in the implementation of the Universal Basic Education (UBE) Scheme
